DoDEA is a major Department of Defense (DoD) Field Activity with worldwide scope. DoDEA plans, directs, coordinates, and manages the education programs for DoD dependents. DoDEA consists of three regions, DoDEA Americas, DoDEA Europe, and DoDEA Pacific and a total of eight school districts located overseas and in the U.S. and its territories. DoDEA provides education to eligible DoD military and civilian dependents from pre-kindergarten through grade 12.

As a Supervisory Contract Specialist at the GS-1102-14 some of your typical work assignments may include:

  • Providing expertise and interpretive guidance for all procurement operations
  • Ensuring all aspects of the procurement process are fully compliant with laws, regulations, policies and procedures
  • Directing, reviewing and approving the development of a source selection strategy that maximizes the value obtained by the Government in terms of price, performance and schedule for all requirements
  • Overseeing the preparation of solicitations and contractual vehicles for selection of the appropriate clauses and provisions
  • Analyzing all contractor proposals received in response to solicitations to include convening the technical review team and providing full instructions and oversight
  • Directing, reviewing, and approving all aspects of negotiations or discussions processes to include planning negotiation strategies, leading negotiations or discussions in accordance with the methods of procurement being utilized and obtaining revised proposals
  • Ensuring branch personnel's perform all applicable contract administration functions
  • Assisting the DoDEA Procurement Management of Internal Controls (MIC) Manager in monitoring DoDEA Procurement Internal Controls associated risks and related tasks
  • Providing technical supervision of assigned subordinate personnel and evaluates their job performance
  • Performing a full range of supervisory duties

You may qualify at the GS-14, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service: * Providing expertise and interpretive guidance for all procurement operations; overseeing the preparation of solicitations and contractual vehicles for selection of appropriate clauses and provisions * Directing, reviewing, and approving all aspects of the negotiation or discussion process to include planning negotiation strategies, leading negotiations or discussions in accordance with the methods of procurement being utilized and obtaining revised proposals * Resolving complex acquisition and business problems which may have long-term effects on procurement operations * Presenting sensitive recommendations that are well thought out and compliant to higher authority to obtain their approval

A baccalaureate degree from an accredited educational institution authorized to grant baccalaureate degrees AND you must have completed at least 24 semester credit hours (or the equivalent) of study from an accredited institution of higher education in any of the following disciplines: accounting, business finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, and organization and management.

Exception: Employees currently in GS-1102 positions will be considered to have met the standard for positions if they have been in an 1102 position since October 1, 2000. An SF-50 much be provided to show applicant is a current 1102 and has been in this series since October 1, 2000 if using this exception.
